    Dr. Elba Garcia, Dallas County Commissioner, embodies a new breed of professional women in the 21st century. She is not only a community leader, but a wife and mother of two sons, a dentist with her own private practice, holding two Doctorates in Odontology and Dental Surgery, and a role model for women, Latinos, immigrants and anyone who strives to succeed. Having served on the Dallas City Council from 2001-2009, Commissioner Garcia was unanimously chosen by her peers to serve as Mayor Pro Tem and Deputy Mayor Pro Tem. She was elected to serve as Dallas County Commissioner for District 4 in November 2010, becoming the first Latino to serve on the Dallas County Commissioners Court and is currently serving her third term. Commissioner Garcia is recognized as a distinguished leader known for problem solving across a variety of interests, striving for better services for Dallas County taxpayers and more transparency in government. Commissioner Garcia is the chair of the Dallas County Criminal Justice Advisory Board, DWI Task Force, New Life Opportunities and the Dallas County Facilities Management Committee. She is Vice-Chair of the North Texas Behavioral Health Authority (NTBHA). She is also a board member of the Public Employee Benefits Cooperative (PEBC), Benefits Review Committee, and the Continuous Improvement Steering Committee. In addition to her service to constituents, Commissioner Garcia bears a myriad of other public service responsibilities. She currently sits on the Safer Dallas Better Dallas board and is an Advisory Board member of New Friends New Life, Methodist Dallas Medical Center, HOPES Advisory Council and College Of Juvenile Justice and Psychology at Prairie View A&M University boards
